Was Pierre Trudeau justified in invoking the War Measures Act during the October Crisis of 1970?

I have to write an essay on this topic. I haven't yet decided if I believe he was justified or not. I would really appreciate it if I got at least 3 points for each point of view just to get me started on this essay.
