What does this sentence mean?

It means that Romeo Dallaire's mission is supposed to be neutral (not to show favoritism to either side), but by being involved in the evacuation of Rwandan orphans who presumably were orphaned as a result of politically related violence, his mission seems to be expressing support for one side and/or condemnation of the other. Is this related to the macre of the Tutsis in the 1990's? I wouldn't think there would be any orphans young enough to evacuate left from that.
